That would be a bad deal for Penrith, particularly if it is on-going past the first year.
That is too much money to be paying someone to play for another club. If you break it down simplistically You can sign a very good player for $300,000. Then they'd have to find someone else to fill his position (who would most likely be worse) for the $350,000. I think that's a pointless exercise. I know they want to rebuild, but that just doesn’t make sense.

You can't flick a player under contract and not pay them out. You can do a deal with another club and pay a portion of the player's salary, but the player has to agree. For all we know we have shopped him around but no one is interested.
