A suburban football grounds plan to build boutique stadiums in the suburbs is shaping as a key plank of the NSW budget.

The Daily Telegraph can reveal the government will announce funding for planning a local stadium at Kogarah, and will foreshadow intention to push ahead with stadiums at Brookvale, Liverpool and Penrith, in this month’s state budget as part of its plan to drive jobs and growth in the economy through fast construction opportunities.

The November 17 state budget is expected to include planning funding for the Kogarah stadium, with an expectation funding will be increased in the following financial year, alongside a vision for the full suite of suburban stadiums.

Under the plan Kogarah Oval would be shared by the Dragons, Sharks and possibly Sydney FC.

The stadiums, expected to be in the 18,000 to 20,000 seat capacity range, would not only drive suburban-based sport and be used by major clubs, but they would also be made available for use for community projects such as fairs, markets, concerts or Christmas carols.

One plan under consideration is to build one boutique stadium per year, although it is understood the NRL is keen for any program to be accelerated to capitalise on the need to kickstart the state’s economy.

The government is planning the budget commitments with the knowledge that there will be three budgets in quick succession - this year’s budget on November 17, a half-year update in February and then the 21/22 budget in June.

Local councils have presented a plan to the government that costs the boutique stadium for Kogarah at approximately $200m.

The decision comes months after the government’s razor gang decided to walk away from the planned ANZ stadium rebuild on the back of the economic crisis of COVID 19.

It is understood that following this, the NRL continued to sell the suburban grounds proposal to the government.

Senior government figures also supported the suburban grounds concept, arguing that smaller projects which were screwdriver-ready and could be delivered more quickly also met the criteria of boosting the COVID-riddled economy.

They described the proposals as akin to “mini Bankwest stadiums”, referencing the highly popular 30,000 seat stadium opened in Parramatta in 2019.

In July, when announcing the ANZ rebuild was scrapped, Treasurer Dominic Perrottet said: “smaller could trump bigger in a COVID world”.

Under the plan, Kogarah Oval would be shared by the Dragons, the Sharks and possibly Sydney FC.

Brookvale could be shared by the Manly Sea Eagles, and rugby union clubs the Manly Marlins and Warringah Rats.

Liverpool would be used by the Tigers and the Bulldogs.

So are we wasting money on our ground right now?

I know the majority of the spend is on the club itself though.

So we spend a heap doing up the club and surrounds then they move us. Mmmm Surely we will kick up a fuss re this proposal

Are the Sharks 100% going back to Shark Park full time after the club upgrades done?

They say they are and if they are doing up Kogarah we probably can’t play there during construction so yeh we’ll be going back at some point.

I mean, we own our stadium. I don't think the Govt or the NRL can force a move that we don't agree with.

NRL funds us and gives us our license. I think we can put up a fight but ultimately not sure how much of a fight we can actually put up?

If moving to a brand new suburban stadium in Kogarah has other benefits aside from being in a new stadium such as hypothetically speaking selling the stadium land, funds for a COE etc then it makes it interesting.

I personally have no issues playing out of Kogarah, if it helps us financially it beats being moved out of Sydney.

The issue is, who will fund future upgrades if we decide to stay? I'm sure we could stay there for another 10 years or whatever but at some stage it will require more money being spent on it.

I really don't want to move from Shark Park, I have too many memories from early 80's onwards.

But, if it was a decision between playing at the new SFS or a new ground at Kogarah, I know what I would take.

I don’t think we can survive at Kogarah, we would lose all our identity and quickly go broke. If we were forced to do this, we would be better moving to Sunshine Coast or similar, and using what money we have to set us up there.

There is definitely a risk of making a merge with st merge just a little bit easier in the future if we are already permanently sharing facilities & home ground

So the dragons play 6 games a year there, Sydney FC maybe 2 or 3? And that justifies $200m public spend?

Can't see the NRL allowing the stains to abandon Wollongong, nor the state government given how much they've spent on upgrading WIN Stadium.

When Win Corp (and their Illawarra ties) own 50% of the merge there's even less chance of that happening.

Has Sloth been getting on the crownies with Doustie again?

Yep, i'd take new SFS in an instant. New SFS is on the doorstep of the city, and all the sponsorship opportunities that come with it. A brand spanking new, fully enclosed, rectangular stadium within easy reach of multiple modes of public transport, and a stack of entertainment options pre and post game.

Kogarah is an oval and has to stay so because of the trust rules under which it was originally gifted (i've heard it has to stay an oval to allow for cricket to be played there, even though its been decades since it last did). It's got the same issues as the SCG, funny angles, along way back from the sideline etc. It's also a ****heap, toilet bowl of a ground with nothing anywhere near it except for sizzler.

We move to Kogarah permanently and i'm out. This was the 1st year i haven't been a (season ticket holder) member since 2011.

A fair weather fan that does the 6 hour return trip up the highway (from canberra) for games through plenty of **** years.

I'd happily go sfs. I would also have been happy to go bankwest or win stadium.

Kogarah can ead.

So do you want a ground that’s close to our supporter base, or one that’s nowhere near it?

Personally the SFS is far more convenient for me, but it’s not the best fit for the club or its fans.

It’s a 500m walk from Carlton station to the ground.

Also, what’s the point in us playing at a ground with a 40k capacity?

AS if the State Government won’t be able to get around outdated trust rules that are obsolete.

So the club potentially moves to a new suburban ground closer to home and you're no longer a member but you want them to play further away and you'll be a member. In probably a more empty stadium ?
