It's an absolute joke that Papalli wasn't sent off. How can the refs or the NRL defend that?

I'm sitting in my lounge room and I could easily see his arm raised, his elbow cocked and coming into contact with Dugan's face.
No attempt to tackle one iota.

Nothing other than a send off.

Agreed. Needs to be tackled three fold IMO.

First and most importantly with independent doctors at every game (not certain if this already happens).

Second with a 5th concussion sub for if someones ruled out HIA.

Third with a delayed rulling on foul play causing HIAs which is ruled on if/when a player is ruled out. In the 10 minutes they are off, bunker reviews, if its careless contact 10 in the bin, if its reckless sent off. If the player comes back on after ten minutes nothing happens as it reverts to the on field refs original call on the incident.

Just my two cents.

The only problem with 18th man for HIA is the way coaches will work it. All of a sudden dugan goes down with a hammy strain, oh no its a concussion. Bring on mr 18. Needs careful planning to avoid situations where its exploited.

18th man only for hia where foul play caused it. That way, like last night, dragons got the disadvantage from the raiders shoulder charge.
