We should probably leave that spot open until June 30 just in case someone comes on the market.

I reckon it's actually a good strategy. Leave one spot free at the start of the year, if anyone not on the list is impressing in the lower grades give them a go. Or sign a player before 30 June is something juicy comes along. Or if you're St George just get a concession from the NRL.
