It feels like there is a storm coming regarding concussions, tackle technique, kick offs and head-on-head contact.

I think we are going to see some big changes to the way the game looks in the next few years to reduce this as much as possible.

NRL physio and a bunch of other commentators online have been quite vocal in that the best way to reduce risk is to change tackle technique to lower the point of contact. I see this as the potential net positive for the game. Reduce concussion, and as a byproduct, have less first contact that wraps up the ball, increasing second-phase opportunities.

Knowing the NRL they will just get rid of kick offs though.
The way the game's heading they might end up adopting the same stuff as union.

My interpretation of a disrupter:

A disruptor is classified as interference to the ball catcher by a player (or players) who, at the time of interference were not in a position to have a genuine attempt of either catching or batting back the ball.

To avoid doubt, if an attacking player either catches or bats back the ball prior to the defender, a disruptor penalty will not be considered.
That sounds right. And why such a rule is ridiculous. It should also read "a disruptor is also classified as interference if a player attempts to play at the ball in a genuine attempt to bat it back and misses because they're all flying around in the air at 1,000 mph and getting bashed into by nutters doing the same with no regard for their personal safety (or those around them).

Does a disruptor count on short drop outs? I assume it would if one of the defenders tried to put them off with a whiff at the ball

If you run through with your eyes on the ground and leap and get a hand to it then it shouldn't be a disruptor, you timed it well enough to make a play for it. You shouldn't be punished for timing something correctly because the bunker determines he doesn't think you were looking enough.

You're not required to be looking at the ball to catch it any other time (although can help!)

Not talking low and legs only, but powering the strike zone from face to face ball and all. Shoulder hitting ball and below like Jake Trbojevic rather than face to face front on like Dale.

No one appointed anything, it's just his twitter account. Not holding it up as any source of truth, I just agree with the concept.

Maybe if there was more consequence for ****ing up and getting it wrong, more would be forced to learn?

I dunno. Just thinking that the more we see tackles like the one that KO'd Suli, the closer we're going to get to a reactive change that hasn't been thought through.
