Its really up to referees to not fall for it as well, if its obvious to us watching the game that players are staying down for penalties then why after the benefit of replays do they still give penalties. As for diving in soccer 3 match bans retrospectively may make players think twice about it but I guess it doesn't help the team that's been dudded by it.
