Also there are a lot of DA documents... I've attached the main document from Jan-2019, there will have been updates since then, but the main gist of it is there. From section 3.3.4 onwards, it really explains what is going where.

Ground Level
- Auxillary medical services/ mini-major tenancies.
- Gym.
- Specialty retail adjacent pedestrian forecourt.
- Combined loading dock for retail, club and hotel.
- Car parking spaces.
- Services infrastructure, garbage and utilities rooms.
- Leagues Club and hotel pedestrian entrance.
- Retail Centre pedestrian entrance.
Level 1
- Main retail centre
- Child care centre
Level 2
- Lower floor of relocated Leagues Club.
- Club deck.
- Commercial offices, hotel reception and residential lobby.
- Plant room.
- Car parking spaces
Level 3
- Level Three layout comprises the upper level of the relocated Leagues Club tenancy and car parking spaces.
- Level Three also includes the Central Roadway, which will operate as a neighbourhood street and provide a street address to the hotel and club.
Level 4 and 5
- Parking

Beer-only bar open under Monty Porter stand
Giving out cans of Southern Comfort (instead of pouring into cups)
