Has to be WA or NZ, I wouldn't think PNG or Tonga would be viable.
But if you can get pacific island teams in other comps like NSW/Qld Cups and keep their National sides strong like Tonga is currently you will attract many more strong participants away from Rugby Union.
WA would have a lot of the same problems as Melbourne to get started, and like new franchises for sport often do, will struggle until we can string some success together to catch the interest of the general public.
A team in WA would start from a better base than a team in Melbourne did - the Victoria state side is only just now catching up to the WA side. WA has won 16 out of 21 'Affiliated states' Championships including 2010 through to 2018 (Vic did win 2019).
Not saying these are NRL players but just shows despite being another AFL state we have much better League here. There have also been more players begin in the WA system and move into NRL than Vic players.
To make a true National Rugby League. Didn't know NZ was.a.state.Agree, with most of this, however there appears an increased level of resources being thrown into NRL VIC ( and a top line Guy now in charge as of late 2019) currently. I think the fruits of more success will be in about 3 yrs, and I'm not sure WA jnrs are keeping pace. Local Vic Boy played in the 9s and scored and one just signed by the Warriors. They are desperate to produce NRL standard players ( even if they will most probably have to head to a Syd/Qld club). For the record I really hope WA get an NRL team, no brainer for mine.

Victoria have more than 20 years of NRL team - the fact they are only now starting to pass WA is a joke and hardly an argument against a WA team. Vic should have easily surpassed WA years ago if they were serious.
WA has way more players go into the NRL, think that beats out a kid at the 9s and a kid going to Warriors and a couple other guys. A WA guy is about to go to PNG to play for the Sharks against the Bulldogs for example.

yeah Newcastle would be ****ed if they only took in their own junior's. Right up to the border and down to Manly. I Came from CC and they are sick of it down there. NRL needs to get a bit of foresight otherwise it is ****ed. I will get my grandkids to go away from the sport l loved and playedCC will only be used as a Sydney team relocation
2023 is a fourth Brisbane team, with a bye included in the draw. Will they be in any rush to get rid of the bye, if it adds to season length and decreases player burnout?
Next rights after that will most likely be 2028...would a United Pacific team be ready by then? PNG have a heap of experience in the QLD Cup and Fiji in the NSW Cup by then...a United Pacific team playing out of Port Moresby and Suva with extra home games would be a massive expansion and probably what the NRL needs by then.
I'd put a second team in the shire.
