IMHO, if clubs are encouraging players to jump ship mid contract then they should have to cover any costs of attracting that player (including any transfer fee if the NRL is going to allow them to exist).Why?

Otherwise the well backed clubs with deep pockets or access to funds outside of the NRL will just poach players left, right and centre.
So, if the NRL allows transfer fees be placed on a player (under contract), then that should be considered in the cap.
