If f happened in NSW would have been automatic loss of license
plus a dressing down from Highway Patrol to beat the 'compliance' into him

As for his registration with the broncs sounds like NRL applied some discretion in making their decision, not a big deal. some things arn't worth towing the bureaucratic line over as long as they afford all clubs the same courtesy

That's another circumstance again - big difference from them just not noticing it was missing to making a decision to move ahead without it.

not knowing about it is worse - it shows incompetence and a lack of understanding of the process (not suggesting this was the case)

knowing about it and going ahead anyway is @ their discretion and in theory required some level of conscious intelligence in the decision making understanding the potential impacts

kinda like if a cop pulls you over for a brake light being out but he lets you go cause you were about to pull into the servo to fix it anyway. he could make a point on the rules but what would it achieve

I think it's time for the NRL to bring in one of their own administrators. Broncos obviously don't have the expertise required to run a professional outfit ;)
