No club, nor the NRL, is going to call them out regardless of believing (or even knowing) that it’s BS. If they do, the Panthers will just respond by accusing them of not being serious about head injuries or players safety.
I hear you but when there is a pattern then it is obvious something is going. Wouldn't you at last question the person who keeps calling HIAs with false results?

If the player is being called for an HIA constantly, maybe he should sit out for a few weeks "just in case" even if he passes the protocol. You know, player's safety first.

I forget the exact number but Penrith used most interchanges per game last year, averaging almost two more than the base amount

And agree if NRL is tracking who needs HIAs (and when) I’d love to see it. Surely Kikau due a meeting with a specialist.

At least we did away with diving a little by removing free interchange for ‘on report’

If Kikau keeps passing his "HIAs" not much the NRL can do
