Jack will just run around waving his own arms in the air.

I like the idea. Keep the defence working, the ball in play more... it's just combine the average player with a single ref and there's a lot of stuff going on for everyone to think about when you're 5 out from the line and two points behind.

They trialled it in the 2014 9s and i loved it.

Yep. And "held" should also mean "let go" not "ok now take him to ground". Any effort after the held call to do anything but release the ball carrier is bull****.

The held call on an upright player is used by the defenders as a cue to instigate stage 2 of the tackle which takes just as long, if not longer, than stage 1 of the tackle which the ref called as complete (but didn't enforce)

Ands 'tackle complete' is not a request for the rest of the Storm players to come in and help complete the tackle.
