I think they simply just have no idea. They are told to enforce X and Y all season, then it goes too far, or the media and viewers get pissy. This then leads to inconsistencies as they doubt themselves. Also when it comes to the "bigger" games, such as finals they relax on making such rulings, but then that just brings into question why now and not call it that way all season.
This is just like few years back, wrestling holding down. But also feels like not many stoppages both teams giving it to each other
